Goodman Allen Donnelly attorneys Peter Mellette and Robert Harrison Gibbs, Jr. have earned recognition as earned recognition as Pro Bono Service Honor Roll members by the Virginia Access to Justice Commission, based on contributions made in the 2023 to 2024 bar year. 

The Virginia Access to Justice Commission promotes equal access to justice, with particular emphasis on the civil legal needs of Virginia residents. The commission has identified increasing the bar’s participation in pro bono as one of its most important goals. This recognition acknowledges attorneys for their pro bono service. 

Pro Bono Service Honor Roll members were recognized at the Virginia State Bar Access to Legal Services Luncheon on June 12, 2025, during the VSB Annual Meeting in Virginia Beach. They are also featured in the June issue of Virginia Lawyer magazine.

Peter Mellette has over 30 years of experience advising health care providers on a range of health law regulatory and corporate matters. He has represented clients on over 150 successful Certificate of Public Need applications, dozens of licensing and facility care issues, multiple transactions and contractual issues, and claims involving millions of dollars in provider payments. He is an active member of the community and has a leadership role in a number of local and professional organizations. He serves on the Williamsburg Regional Library Foundation Board and has served as chair of the Virginia State Bar Clients’ Protection fund and as board president of Literacy for Life, Hospice House and Support Care of Williamsburg, and the Richmond Torch Club.

Harrison Gibbs focuses his practice on representing physicians and other health care providers, state and federal regulatory compliance, corporate documents and transactions, third-party payment, and facility licensing and certification. An active member of the Williamsburg community, he serves on the Olde Towne Medical Center Clinic Board and has served as president of the board of directors for the AIDS Fund as well as board member and chair of the board of directors of the Williamsburg Aids Network. He has represented patients in commitment hearings, volunteered with the William & Mary Law School Legal Skills Program, and participated in the Williamsburg Bar’s Legal Outreach clinics.
