Goodman Allen Donnelly Attorneys Recognized As Virginia Access to Justice Commission Pro Bono Service Honor Roll Members

Goodman Allen Donnelly attorneys Peter Mellette and Robert Harrison Gibbs, Jr. have earned recognition as Pro Bono Service Honor Roll members by the Virginia Access to Justice Commission, based on contributions made in the 2023 to 2024 bar year. 

The Virginia Access to Justice Commission promotes equal access to justice, with particular emphasis on the civil legal needs of Virginia residents. The commission has identified increasing the bar’s participation in pro bono as one of its most important goals. This recognition acknowledges attorneys for their pro bono service. 

Pro Bono Service Honor Roll members were recognized at the Virginia State Bar Access to Legal Services Luncheon on June 12, 2025, during the VSB Annual Meeting in Virginia Beach. They are also featured in the June issue of Virginia Lawyer magazine.

Peter Mellette has 40 years of experience advising health care providers on a range of health law regulatory and corporate matters. He has represented clients on over 150 successful Certificate of Public Need applications, dozens of licensing and facility care issues, multiple transactions and contractual issues, and claims involving millions of dollars in provider payments. He is an active member of the community and has had a leadership role in a number of local and professional organizations. He serves on the Virginia State Bar Clients’ Protection Fund Board. Peter has served as founding president of the Williamsburg Torch Club and as board president of Literacy for Life, Hospice House and Support Care of Williamsburg, the Rotary Club of Williamsburg, and the Richmond Torch Club, and as an executive committee member of the Williamsburg Regional Library Foundation Board.

For the last 20 years, Harrison Gibbs has focused his practice on representing physicians, behavioral health providers and other licensed providers, as well as licensed agencies and facilities with state and federal regulatory compliance, professional licensing, HIPAA, corporate documents and transactions, third-party payment audits and appeals, false claims investigations, and facility licensing and certification. He is currently president of the Virginia State Bar’s Board of Governors for the Health Law Section, where he has also served as secretary and vice president.  An active member of the Williamsburg community, he serves as president of the Bacon Street Youth and Family Services Board.  He has also served as president of the board of directors for the AIDS Fund chair of the board of directors of the Williamsburg Aids Network, and on the board of Olde Town Medical and Dental Center. Harrison has represented patients in commitment hearings, volunteered with the William & Mary Law School Legal Skills Program, participated in the Williamsburg Bar’s Legal Outreach clinics, and managed Goodman Allen’s law student extern and summer associate program.
